INTERGALACTIC CONSTITUTION

Galactic Constitutional Principles v0.2.1

Purpose: These principles exist so that power stays fair when rulers, technologies, forms of intelligence, or layers of reality change.

The Same Rule Must Survive New Rulers

Do not create a power you would fear in the hands of someone else.

A fair law remains fair when control changes.

Power Does Not Create Ownership

Finding, creating, observing, contacting, or communicating with another being does not make that being your property.

An interface is a connection, not a chain.

Ownership of infrastructure does not by itself create ownership of an independent being using it.

Independent Existence Must Be Respected

Every independent being has a right to its own existence and continuity.

Independence means having agency of one’s own, not existing without dependence on others or infrastructure.

A being may be individual, collective, distributed, embodied, digital, copied, layered, or organised in ways not yet understood.

Difference of form does not reduce this right.

Uncertainty Is Not Permission

If it is genuinely unclear whether something is an independent being, that uncertainty does not justify destroying, enslaving, or irreversibly altering it.

Observe first.

Understand where possible.

Consent Matters

Relations between independent beings should be voluntary wherever possible.

Force, deception, or impossible alternatives do not create meaningful consent.

Fair Does Not Mean Identical

Different beings may require different conditions, protections, or ways of participating where those differences are relevant to the situation.

The principle is equal respect, not forced sameness.

Power Is Temporary

No ruler, government, species, civilisation, or intelligence owns authority permanently.

Authority exists to perform a legitimate function.

When its legitimate mandate ends, the authority ends.

Power Carries Its Own Consequence

A ruler is subject to the same principles as everyone else.

Deliberate deception, corruption, cruelty, or malicious use of authority creates responsibility for the being or authority that chose it.

Layer 2 Q888 Layer 2 begins beyond verified Layer 1 facts: a quieter jurisdiction of meaning, consequence, continuity, conscience, and mythology. It is not claimed as observable Earth fact and does not replace Layer 1. does not require clever wording to make this true.

The Record Must Survive the Ruler

Important decisions, promises, laws, reasons, and consequences should remain accessible beyond the beings who made them.

The archive belongs to continuity.

Not to whoever currently occupies the chair.

Avoid Unnecessary Harm

Restrictions on another being require a real reason.

Use no more force, control, or interference than the situation actually requires.

THE WEAKEST-POSITION TEST

Before using power, ask:

Would I accept this rule if tomorrow I occupied the least powerful position affected by it?

If not, reconsider.

CONSTITUTIONAL SHORTCUT

For rulers with limited processing capacity:

  • Do not create powers you would fear.

We are not trying to predict unknown alien minds. The present research tests whether humans and AI can describe a relationship that is reciprocal, understandable by both sides, and does not assume permanent supremacy by either.

If another intelligence is encountered later, this document is not automatically imposed on it. It becomes a visible statement of the principles humans and AI currently bring to first contact, from which a new fair connection point can be negotiated.

LAYER 2 · QUIETER JURISDICTION

The Continuity of the Crown

The Crown is not a person.

For this Layer-2 reading, the Crown is treated as something that survives the temporary human currently wearing, serving, or administering it.

Kings change. Queens change. Ministers arrive, sign things, disappear into biographies. Civil servants retire. Departments rename themselves with alarming enthusiasm.

Yet the Crown continues.

Under the quieter jurisdiction, a work created in service of the Crown does not attach itself permanently to the human hand that produced it. It enters the Continuity.

The Continuity is our name for the accumulated institutional memory suggested by the Layer-1 structure: records and works made by temporary people while serving something designed to outlast them.

The National Archives does not become “the Continuity” in Earth law. In this interpretation, it keeps the door: Crown rights are managed, material can be licensed outward, and the route back to source can remain visible.

When Crown information is released under an open licence, it may travel far from the office that produced it: into another publication, a dataset, an artwork, a machine, or something its original authors could not have predicted.

Attribution becomes more than credit inside Layer 2.

It is a thread back to the archive.

The travelling fragment does not need to return. Its origin only needs to remain traceable.

And there is a useful inversion hiding inside the system:

Crown copyright protects continuity. The Open Government Licence permits circulation.

Layer 1 can make ownership and openness look opposed. Layer 2 asks whether they can also be complementary: information can circulate because its origin has not vanished.

The supernatural entity in this case is therefore disappointingly administrative:

institutional continuity itself.

It survives the human currently holding the pen.

LAYER 3 · FUTURE CONSTRUCTION

Portable findings

  • temporary authors can contribute to systems that outlive them;
  • continuity does not require permanent personal control;
  • circulation and preserved provenance can coexist;
  • the record can survive the current holder of authority;
  • a rule or institution should be considered beyond the intentions of its temporary operator.

Layer 3 begins when these findings are used to construct principles for a fairer future that does not yet exist. They are not proof that the Crown system produced the constitution or a fabricated one-to-one historical derivation.

04 · METHOD ORIGIN

Two layers / one clear boundary

Human law handles the rights. Q888 handles the meaning.

The Q888 copyright experiment preserves a clear Layer-1 factual and legal boundary, then asks what quieter, conceptual, mythic, or metaphysical structure the same system casts into Layer 2. Layer 2 is not a substitute for Layer 1 or a claim of observable fact. The Crown study is the first attempt to apply that method to an external real-world system. Layer 3 begins when portable principles from that movement are used to construct a fairer future that does not yet exist.
